The conditions are set for realisation of full-scale CCS in Norway

Dr Klaus Scöffel, VP Technology at Gassnova, said in his opening address at the 6th Carbon Capture and storage conference in Trondheim, Norway, today 16. June, that the conditions are set for realisation of full-scale CCS in Norway.

The conference, which is held every year, is gathering around 420 scientists. The Trondheim CCS Conference has grown to become a leading European scientific CCS technology conference.

 Dr. Schöffel pointed out the route towards full-scale CCS in Norway and described how Gassnova, as the Norwegian State Enterprise for CCS, act on behalf of the state to ensure realisation:

  • The long time commitment to technology development continues:
    • The RD&D programme CLIMIT
    • CO2 Technology Centre Mongstad (Construction 75% completed,
      start-up Q1 2012)
  • Implementation of full-scale CCS at Mongstad is a vital part of the Government’s policy on energy and climate change. Gassnova will safeguard the State’s interests and responsibilities in planning the full scale CCS-plant at Mongstad.
  • Additional capture technologies (alternatives to amines) will be included in the further work.
  • The planning process will be adjusted so that technology qualification will be completed prior to the pre-engineering of the full scale project.
  • A basis for investment decision will be ready no later than 2016.
  • Obtain further knowledge concerning potential effects on health and the environment. An important dimension of the amine technology qualification is to make sure that the technology can be employed without undesirable effects on health and the environment.
    • There is no evidence that the risk is significant, but we must obtain additional knowledge to be certain
      − This knowledge building will take place through R&D within the CLIMIT programme (ongoing since 2008), the qualification programme within the Mongstad-project (as from 2010) and from experiences in TCM.
    • There is also expectations as regards knowledge contributions from other ongoing international activities
  • Gassnova is, on behalf of the state, responsible for delivering a transport and storage solution for the CO2 from Mongstad, and this project is coordinated with the time schedule for the full-scale Mongstad capture plant.
  • By this Mongstad project, Norway is supporting a complete integrated CCS value chain.
